Qualifications of the Bidder

投标人应当具备下列条件：

Bidders shall be legally registered law firms. The nationality of bidders should conform to the Package. Chinese law firm bidders for Package * shall be registered in the mainland of China;

（*）具有独立承担民事责任的能力；

Having the ability to independently bear civil liabilities;

（*）具有良好的商业信誉和健全的财务会计制度；

Having good business reputation and sound financial and accounting system;

（*）具有承办委托法律服务事项的团队和能力。

Bidders for Package * shall have a good record of paying taxes and social security funds in accordance with the laws of P. R. China;

投标人在平台下载投标文件编制软件进行投标文件编制，投标文件编制完成后，使用CA进行投标文件的加盖签章，并将加盖签章的投标文件加密导出后上传，最后使用CA进行开标截止时间后的解密。

The whole-process bidding will be conducted online through the electronic bidding platform of China General Tendering Website (www.china-tender.com.cn) (hereinafter referred to as the Platform).
