（*）投标人拟派项目经理的市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
（*）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
（*）没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的。
（*）本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program:(*) It must be an independent legal entity registered in accordance with the law, a natural person or other organization with independent capacity to bear civil liability. (*) Having a third level or higher qualification for general contracting of municipal public works construction. (*) Safety Production License (within its validity period). (*) The bidder intends to appoint a second level (including higher-level) registered construction engineer qualification in the field of municipal public works as the project manager, who has a valid safety production assessment certificate and has not served as a project manager for other ongoing construction projects.
