*）投标人应具有行业主管部门颁发的市政公用工程总承包三级及以上资质，并在人员、设备、财务等方面具有相应的施工能力；
*）具有在有效的安全生产许可证；
*）拟派项目负责人：拟派注册建造师需具备市政公用工程专业二级（及以上）注册建造师执业资格，同时具备有效的安全生产考核合格证书。以上项目负责人以在上海市住房和城乡建设管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在招标投标文件递交时不得调整，不得有在建项目。投标文件中需提交投标截止日前*个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过上海市建设市场信息服务平台https：//ciac.zjw.sh.gov.cn/查询、截图）。

Possess Grade III (or higher) Municipal Public Works contracting qualification issued by competent authorities, with adequate technical/financial capacity.

Hold a valid Work Safety Permit.

Registered Constructor with Class II (or higher) Municipal Engineering qualification

Valid Work Safety Certificate

Active registration status (verified via Shanghai Housing Commission)

No ongoing projects (exceptions: phased/adjacent segments of same project)
