简要规则描述：本工程范围内的川南奉公路西侧朝*下盐/*#~*#杆原有五根高压水泥杆及*KV架空线、川南奉公路东西侧范围内朝*下盐/*#~*#、朝*下盐/*#~*#原建工拱乐临电箱变与浦发扎寓临电箱变两根钢管杆及过路*KV架空线位于新建河道线内搬迁至规划河道红线外;腰沟港西侧原有非开挖路灯电缆在规划河道红线内，采用非开挖敷设过河。本次搬迁为一次性搬迁，无临时性搬迁。（具体详见工程量清单或图纸）
Brief Specification Description:Within the scope of this project the five original high-voltage concrete poles and *KV overhead lines of Chuan Nan Feng Highway West Side towards * Xia Yan/*#~*# as well as the two steel pipe poles of the originally built Gong Le Temporary Transformer Box and the Pu Fa Zha Yu Temporary Transformer Box of Chuan Nan Feng Highway East and West Sides towards * Xia Yan/*#~*# and * Xia Yan/*#~*# along with the *KV overhead lines crossing the road located within the newly constructed river channel line will be relocated outside the planned river redline. The existing non-excavation streetlight cables on the West Side of Yaogou Port situated within the planned river redline will be laid across the river using non-excavation methods.

（*）具有电力工程施工总承包三级及其以上资质，且同时具有“国家能源局监管局（或国家电力监管委员会）”颁发的承装三级以上（含三级）、承修三级以上（含三级）、承试三级以上（含三级）电力设施许可证；
（*）项目负责人具有机电工程专业二级及其以上注册建造师执业资格和有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人
(c)Specific qualification requirements for this program:(*) This negotiation requires an online response and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (*) The supplier has a valid business license and a valid safety production permit; (*) Having a third level or above qualification for general contracting of power engineering construction and also possessing a third level or above (including third level) license for installation repair and testing of power facilities issued by the National Energy Administration Regulatory Bureau (or the National Electric Power Regulatory Commission); (*) The project leader has a registered construction engineer qualification of Level * or above in mechanical and electrical engineering and a valid safety production assessment certificate and has not served as the project leader of any other ongoing construction projects
